(29,503 posts)60. This won't make me popular here, but I think it depends.
If everyone pays back taxes, penalties, and any statutory punitive damages (if there are any), and - in cases which are slamdunks - plead guilty to either a misdemeanor, and in the worst cases, felony (plus jail time), that's how I think this should unfold.
But also, deal with the entities which facilitate this global tax evasion, as the US did with Swiss banks (ending, as many may recall, the infamous numbered Swiss bank accounts insofar as it involved American citizens).
It's a multifaceted problem needing really major reforms.
