From what was posted online in the first big backlog, about 5 years ago, excess can get moved to warehouses until they have room in the system to move them. They may lack sufficient personnel, or have to rent temporary warehouses for the volume. I doubt they spend time looking for pieces of mail, so the system is set to not accept complaints? Or the website may be overwhelmed with requests for searches.

I'm 99% bet your mail will get delivered ... by mid January. Hope this helps.
