Not sure what a habeas claim looks like in this context.

Not sure about the equities (fairness) of when such claims should be dismissible, especially if they've been raised and dismissed previously without arguable error.

Not sure about the equities of treating such claims differently depending on whether the claimants are in state or federal prisons.

Etc.

(If the explanations are long & difficult, maybe we should just let this slide over my head & stay there; but I thought it can't hurt to ask.)
