Neither by Ethnicity and official language of the legislature (English).

An independent state they cannot become. Québec, as a distinct nation with a majority of French-speaking citizens Ethnicity and official language of the provincial legislature could be recognized by the UN Charter as an independent state. It's not the case for Alberta.
