1 - they are masked.
2 - They are in violation of the Posse Comitatus Act.

and

They frequently violate laws like speeding, they cause accidents, they leave minor children in jeapordy, they steal, they shoot people, and they violate some states' Castle Defense Laws...
The last would be a warning to ICE thugs - do not attempt to drag a person out of a car or go onto a person's property - ICE is unidentified and should be considered to be criminals. So a person who defends him or herself against ICE thugs would be in fear for their lives..
