One thing they can do is leave IFTA and replace it with a Canadian only equivalent.

One reason why cross border trade with US and Canada is easy is because trucks can go across USA and Canada without having to be registered in every state and province.

Mexico does not take part in IFTA. Mexican trucks in the US have to be registered in the US, and vice versa. When I worked hauling glass, our company would haul the glass to a Schneider yard in Laredo, TX... A Mexican truck would take over from there.

Should all the Canadian provinces pull out of IFTA (in favour of a trans Canada alternative) the number of trucks that cross the border would go down significantly, and trucks that do go across the border would have to be dual registered.
