The majority of postal workers are now in the FERS retirement system that applies to pretty much all Federal employees. There are very few employees that are in the old CSRS system. Retirees that are in the CSRS plan number less than 5% of retirees. Back in late 1983 when I started with the USPS, I followed my father's advice to choose the CSRS plan rather than FERS. The OPG was still delivering the mail back in my hometown and didn't think much of the FERS offerings. I watched other carriers boast about how their FERS plan was making them a lot of money but when the plan dropped in value, I heard more blues than I could hear at a BB King show.

The USPS is established under federal law. Trump can't overturn a federal law with an executive order.
