The article does say that Biden could have pushed harder, knowing it would lead to a lawsuit, and gambled that the SC court would let him assert more control over independent federal agencies. But if they did, it would give the NEXT president the same power. Now, this article was written before the SC made it so very clear it can't be trusted to interpret the law fairly. Today, I assume they would have denied Biden the power and then turned around and given it to Trump with two scoops of ice cream.
Biden did not leave three vacancies, there were three nominations pending from July 2024 through December 2024. Those nominations expired when Congress adjourned without confirming them. I got that from Wikipedia. It does not say why, but because of Manchin and Sinema the Democratic majority was not real anymore, even though Schumer and the chairs of committees got to keep their titles.
Nobody said there was a limit on appointments. There are nine and only nine governors, with staggered terms. There can never be more than five from one party.
There were several more articles written about this during DeJoy's tenure. I found them on Google, there are other places to find them too.

The USPS is established under federal law. Trump can't overturn a federal law with an executive order.
