The Congestion Toll is unfair to the residents of Manhattan who own cars ... HOWEVER the toll is doing its job of reducing daylight traffic (8 a.m. to 6 p.m.) which is horrendous in the city. There needs to be some way to mitigate costs to the Manhattan residents who have no other options for transportation. (Give the residents a discount or a rebate of some kind.)
If the commuters of NJ, CT, LI and upstate NY can find another way to get into the city ... good for them! That's why the city instituted the Congestion Toll. It's commuters that have created this mess, not the residents themselves.
Chump isn't helping to find a solution either, he's just being an asshole.
