Key words are "potential burglary".

They might have been cited for curfew violation. As for trespassing, might have been on back patio or might have been standing in the driveway.

I certainly don't know. But had they been inside, or outside with a door broken down or window busted out holding stuff from inside, they'd have been arrested.
