worked better when the society was more agrarian/early industrial/had more access to piece work opportunities.
You could put kids to work.
That was one of the "benefits" (yes, I understand that child labor is bad) of lots of kids is that they could work if they made it through early childhood without dying from common illnesses that modern vaccines prevent.
