They always have been. US was too focused on the Soviet Union, while their ancient "buffer neighbor" to the south was quietly gaining power.

The US gave the shah everything Why? Because of stupid...Just because they were a US ally doesn't mean we don't allow checks and balances.

Sanctions are what keep them from economic power. In some respects, they're like Imperial Japan. Now I don't how Japan ranked among world powers prior to WWII, but they sure became a power house.
