It's what he didn't say in response to Shapiro's conjecture.
Shapiro stated this:

He questioned, “Wouldn’t best policy be to cooperate with ICE in the vast majority of cases so instead of ICE going to, as you say, churches and hospitals to pick people up, they’d be going to jailhouses?”

The correct response here is:
"ICE's own data states that over 80% of those detained by ICE have no criminal record and pose no risk to society. If the goal is to do citizenship the right way why did ICE recently grab people that were literally going to their citizenship ceremony? Why do they profile people based on skin color, accent or language they are speaking? Why are they grabbing people off the street with no warrant or probable cause?"

That is how you respond to people like Shapiro. Not :
