built careers standing for everything & nothing simultaneously. As a purely theoretical exercise, it may have been slightly possible to make I.C.E. elimination part of the last budget agreement. Lots of things could, hypothetically, been attached to get the thing done. Unfortunately several folks decided to give away the farm, and got nothing in return. That's what the pundits call "bipartisanship."
