it could be quashed easily at anytime because this is a FORCED delay fixed in stone, an entire change in principle how mail is accepted and moved. It is inherently criminal(though of course "legalized" and even the slightest effect will cloud the unwary voters and insure further assault and lack of confidence in delivery date and time.

I have seen many instances of unequal treatment of mail delivery simply because of the place, the machine schedule, small towns outside main processing schemes, that the public has NO idea about. And we've never been sued since the 2008 lowering of delivery commitments to make things "more efficient". Manual mail, corrected mail has less and less commitment. Mostly the focus of the day is packages which is supplemented with messy additions of broken up bundles of magazines and circulars that sort of push up the volume while slowing down the system.
