There is no precedent or case where the U.S. lawfully captured a sitting foreign president without either 1) congressional authorization, 2) an active AUMF, or 3) a prolonged occupation to justify Article II power. We must think outside the box to get to the military leaders. Maybe large protests of shame outside their homes. They should be putting cuffs on the madman not following him.
