When it was pointed out that that would require paying patients to get the meds, Bessent tried some ridiculous mathematical gymnastics. This suggest he's horrible at math (like his boss) or a lying bootlicking toady. Maybe both.
Borowitz is riffing on the idiotic claims trump made.
