Reduced some large amount measured by percentage it would take what would be much larger than 100 percent to restore it to the original amount. It is absurd.

Flim-flam is an appropriate descriptor.

He is always claiming he cut cut things liks drug prices by 700%, so Borowitz is juxtiposing that as a joke about declining kennedy center sales.
