22. To qualify for Social Security retirement benefits you need to have worked for 40 quarters (10 years)

At a job where the social security tax was withheld; however, the benefit was reduced by a pension from State or local government (called the government pension offset).

The Social Security Fairness Act was passed to remove the government pension offset and allow those retirees who paid into Social Security for 10 years to now receive benefits (and I think, past benefits denied due to the government pension offset).
