It could have reasonably been Susan Wiles.

We know it was not JD Vance because he took the incredibly bold position of doing whatever everyone else decides on.

Gabbard and Waltz don't seem to have that power.

The agents with the real authority there are Hegseth and Rubio. It is very likely that they are operating through Stephen Miller.


My money though is this was Hegseth's call, informed by all those other national security asses on the chat
