Maduro doesn't need any more money, he and his thugs are billionaires, they have so much money and they cannot do much with it because they can't fly out of Venezuela, so 25% tariffs for them means nothing, they don't care.
Maduro just wants to stay in power, to continue to live like a king.
Another thing, any country buying oil directly from Venezuela is none of trump's business, Maduro will not place tariffs on anyone, so trump is just opening his mouth not knowing what he is saying, I am sure there is no surprise in that. trump seems to have learned the word "tariffs" and can't stop saying it, he really doesn't understand them.
I hope I have answered your question, although is not more than my opinion.

The thing is that trump cannot dictate who Maduro sets tariffs to, that is Maduro's decision, not turmp's.
