If the city of Malibu can't rezone land west of the Pacific Coast Highway to preclude the rebuilding of ocean front monstrosities, then at least acquire a property or two on each beach to give the public more easy access to public land.
There are no Billionaire Beaches, only public beaches.

Carbon Beach.

If you look at that PDF, you'll see two public access points to Carbon Beach.

That's correct, I've been watching wealthy folks block access to public beaches since 1960.

Don't allow them to rebuild there. There's not enough space. Should be open beach. Those houses are (were) monstrosities

City can't zone, than no hook up to city utilities, electric, water, sewer.
