Other states will offer NG assistance if needed. And the army can loan the NG logitical and material support if needed for things like MASH units, power generation, water distribution, temporary housing, communications, etc.
But it would all be funneled through NG infrastructure.
What i don't know is what would happen if a potus, for example, order the NG to stand down and stand by. My guess is his/her authority supersedes the governor and the NG would have to follow orders.

Also, some of those roads are kind of narrow and twisty to get their big equipment up
