5. Leaving keys

Serious question: How would this help/ work? If each driver left keys in the car, is there enough manpower to fight the fire and also move each car as needed? How far and where would each car have to be moved so that it would no longer be an obstruction to firefighters? My roommate, who is more familiar with this part of California than I am, said that this road where the cars were left behind is the only road in and out.
