4. I'd say this IS about the 2020 election. Note the dates of the events, the years 2026 and 2027, as you say.

To me, the clearest reading of this is that is saying he thought he was not going to be president for the 2026 and 2027 events. But because "they" rigged the 2020 election, he ended up running again and winning in 2024, so now he WILL be president for the 2026 and 2027 events after all.

He is a very clumsy speaker. But he's still not going to say that his team rigged the election for him. Only his enemies rig elections, you know.
