I can also see by his logic, there can never be a justification for any pardon. Yes, they seem arbitrary and counter-productive, e.g., Nixon, Roger Stone, Charles Kushner, etc. and an infringement upon Justice.

But, they are allowed.

Hunter is not an exception to the past pardons granted by prior Presidents.
