children are born to poorly educated people who don’t want and can’t take care of them?

Well, drug addiction, alcohol abuse, drop out rates and crime explode. This leads to huge increases in prison populations. Prisoners are leased to corporate farms and food processing plants. No more need for immigrants to do the hard work. Prisons are overflowing! Put them to work! Bring down the price of groceries!

Too bad it will take 15-20 years, but heck no plan is perfect.
