3. The reason for not removing him can't be fear of him.

Once he is removed, he is powerless. Perhaps there is fear of what he would do during the the process of getting agreement to act on removal.

Do his cabinet and Congress fear what his core followers might do?

Or, does the party want to keep him in office because his presence there serves their agenda?
