1. Immediately expand the Court to 13 Justices.
2. Each President who serves more than two years may appoint one Justice. No second Justice for a second term. All nominations must be confirmed or rejected within 90 days of nomination. Nominees shall be considered confirmed in the event of a failure to confirm or reject by the Senate within 90 days providing the Senate minority party approves with a 2/3rds majority.
3. No Justice or close relative (first cousin or nearer) shall receive compensation, gifts, or anything of value greater than the value forty times the minimum hourly wage at the time of the receipt. Justices who accept any such compensation, gifts, or things above the forty times the minimum wage are prohibited from ruling on any case involving the giving party or any person or entity connected with the giving party. Justices must recuse in such cases.
4. Conviction for bribery of a public official shall result in a sentence of death for the briber. Public officials convicted of accepting a bribe shall be executed. Such executions must be carried out within one year of conviction. Appeals of such convictions shall take precedence over all other matters for the courts to ensure that the convicted has due process. However, no extensions to the one year period may be granted.

I detest the death penalty, but fell that public corruption is so injurious to self-government that it must be dealt with in the harshest terms possible. Hopefully, that will end public corruption.
