There are no consequences for making promises and then walking them back. There never have been and now even less so. People want to have bold plans put in front of them. People don't like equivocation and lame promises. They want to see a fire in the belly. They don't really care that much if the promises get delivered on. They will be on to the next thing in a month or two anyway.
