17. Especially for Democrats, or so the theory goes.

Ike and St. Ronnie, maybe even Dimson, being perhaps exceptions to that rule.

The theory I've heard is that Republicans (maybe rightist Libertarians, too) focus on building from the ground up, organization, candidates waiting their turn, ala McCain. (Not sure what choice McCain had, after Rove started the dirty tricks campaign against McCain, but whatever. It's a theory.)

Democrats, on the other hand, look/hope for the charismatic knight in shining armor to swoop in and save the day. FDR, JFK, Bubba, Obama.
