Occupy Underground

Build some shelters and give the single people their own 10x10 and families up to 20x20. It doesn't have to be fancy, but it should be as permanent as they need. It can be income based, when they do get jobs where they make enough to rent safe housing, they can be required to move when they have a signed lease.
