Christianity was a religion for outsiders in ancient Rome, it was considered a weird cult, but no to the level that Christians were hunted down and fed to lions in the arena.

That christian persecution was invented later to give the war-minded people of Rome a bloody background-story they could relate to.
"We preach love and forgiveness. Are you interested in..."
"Booooring!"
"Wait! Wait, I have some cool stories about wild animals and fights and blood."

And eventually Christians started believing their own tall stories.
