chose to make a system that was easy to cheat, and has no interest in anything other than the appearance of having a vaccination tracking policy.

As with everything under Goodell's tenure, when there is an issue that the public is very hot and bothered about, the NFL is focused 100% on the appearance and 0% on the substance.
