he could be decent. Not Brett Farve or Peyton Manning good, but he could be a decent QB if he got some good practice and experience. Look at what he has been through in his short NFL career, dropped by two teams, one of which flat out refused to do anything with him after picking him up. He needs some confidence and to know that a team has his back and not just using him as a novelty. That being said, he isn't getting any younger, and he will have to really work at it to get better, but the potential is there.
