4. Help me clarify something...

My significant other is a Veteran. He is eligible for VA Health Care, but doesn't utilize it, except for hearing aids. He is retired and pays for a medicare plan (I think it's a Medicare Advantage Plan, it's an Aetna Plan that costs his about $120 a month). Would he be eligible for a tax credit?
