Suggest she contacts the local VFW or American Legion, or Veterans for Peace. Someone might know of a needy vet who would appreciate some extra clothes.

The insignias can be removed in some cases and can be a nice keepsake.

Best of luck to your sister and I appreciate your brother in law's service. Vietnam vets are very, very special to me.
