1.) They never learn, it's always the same routine, and it never works. Some people, like Chomsky, think they mean to stir up trouble. Most of the time, cynical though I am, I don't go that far, and accept that it is just incompetence and herd behavior replacing thought and investigation, because that is what I saw most of the time.

2.) I would wager this problem is connected to our abrupt efforts to get out of Afghanistan.
