They ADMIT to 40 knots. That thing can move.

Also, this is a leak of a DRAFT report...and we know that drafts are full of SWAGS and pure inventions. I wonder who the leaker is at GAO, and what his or her agenda is.

Finally, using 2011 data to criticize a 2013 reality is just "not on." USN has had two fiscal year cycles to address those issues.

I smell a malevolent agenda afoot, here...I don't think the leaker was operating with a pure heart or in good faith.
