I don't think that the Mediterranean could be considered 'hostile waters' during Vietnam.
And as far as 'surveying the membership', I sent numerous letters and emails to National, asking them to take a stand against using Arlington National Cemetery as a campaign ad, and against the verbal and physical harassment of Arlington staff. Never received an acknowledgement.
