2. Too much Navy money being spent on coddling Admirals, I guess.

The Navy prioritizes maintenance first on ballistic missile subs, then aircraft carriers, and next comes attack boats, according to the article. I guess attack boats have limited use in modern navy operations, unlike the missile boats and aircraft carriers.
