Use only NRA-certified instructors. Investigate all complaints. Have state police administer the quals if you like.

I got my New York permit when there was no training requirement in my county. Now there is. When I applied for a Connecticut non-resident permit, they told me that NRA Basic Pistol was their state requirement. I couldn't find my completion certificate, but fortunately they accepted my instructor card.
