especially given that strong storms can move large objects around… but violet seeds are typically little nuggets, so a lighter wind probably won’t relocate them. My guess is that they may have come to your hanging basket stuck to a “dirty” tool that had been used somewhere where Johnny jump-ups grow, or from contaminated soil used to fill the hanging basket.
