... went to a 'training workshop' and then quit after getting a single digit paycheck for the week. A lot of the work done there is similar to such things as arranging and folding together the ads you get in the mail monthly to making buttons and suchlike. The pay per completed button or correctly arranged folder was abysmal, many times not even a penny back when I was a temporary instructor at one.

You see... rate of pay is determined by how many a person without a disability can make per hour and dividing the result against a wage - most likely minimum wage, because 'why not?' - and paying per items completed. If you have a physical or mental disability that impedes your ability to do rote assembly or construction quickly enough... tough.
