Declining to prosecute can be reversed if the prosecution has enough evidence. Of course, the prosecution team is hostile to those providing the evidence. I think what is needed is a very visible team of sympathetic counsel to accompany those willing to stand up for Nex and prevent more bullying from the investigators/prosecutors.
