Don't remember where I saw it (probably reddit), but I think there was a conclusion they were a covert CBRN team (chemical, biological, radiological, nuclear). Their packs are where their monitoring equipment could be and those teams are known to have SUVs with satellite dishes like that.

There are 57 CBRN teams in the United States and they are mostly made of National Guard (not full-time Army).
