There's people in wheelchairs. No IDF in sight (could be in the tanks I suppose). No one's stripped to their underwear, sitting cross-legged with heads bowed. These look like civilians. Perhaps they are gathering for evacuation/transfer.

They would be the lucky ones. People were trapped in Jabalia camp, under heavy bombardment and shelling for days. Hospitals in the North are attacked one after another, all but one shut down now. No supplies let in either. I hope all of that has now ended and civilians and their hospitals will be spared or reopened and the wounded will be allowed to have care. I'm sure everyone here would agree.
