It sounds like the PA has finally figured out that you feed your people better when you trade with your neighbors, not when you rape their women and take them hostage. Full bellies do not like to start fights, which is why dictatorships like their populations poor and hungry. There is a bigger pool of leaner, meaner young people to fight for them (dictators don’t do their fighting themselves—someone might hurt).
