notes that despite the Israeli minister calling on people not to take the law into their own hands the settlers appeared for a second time to burn Palestinian homes and cars but the IDF stood by and fired tear gas at the Palestinians rather than restraining the settlers in any way. This sort of thing has been a major complaint by UN investigators for decades.
