It means corruption and terrorism.

As soon as the Palestinians reject Hamas and other Palestinian terror groups, they will actually make some progress.

Netanyahu may be an asshole.

But the current Palestinian "leadership" is so corrupt and violent nobody wants anything to do with them.
Not even Iran.
